About Us

The Implementation Partnership (IP) is an alliance of public administration organizations that use the Masterportal.

The goal of the IP is to further develop the Masterportal in an independent, sustainable, and stable manner.

By making strategic and technical decisions regarding the software product within the framework of the IP, members are actively involved in its development.

Thus, the IP significantly contributes to achieving the public administration's goals concerning digital sovereignty and quality

Implementation Partnership Masterportal


The Implementation Partnership Masterportal (IP) is a successful collaboration of public institutions. Its primary goal is to jointly and sovereignly develop the open-source geo-viewer Masterportal.

Within the IP, collaborative partnership is emphasized, with members supporting each other and working effectively together through clear processes.

Four Pillars of the Implementation Partnership

The Implementation Partnership (IP) is based on four components, whose collaboration is defined in a set of rules and agreements. Each component is staffed by predefined positions to fulfill specific functions.


Strategic Committee

Makes decisions and controls the direction of the Masterportal. Decides on the inclusion of new features in the central code. All implementation partners have equal voting rights.

Organization and communication: Dataport Anstalt öffentlichen Rechts

Product Management

The communicative and organizational center of the IP. Manages internal and external communication and initial contact with interested parties. Represented by Dataport AöR.

Technical Committee

Shapes the technical development of the Masterportal by providing technical assessments and recommendations. Advises the Strategic Committee on new features. All implementation partners have equal voting rights.

Product Maintenance

Coordinates releases of the Masterportal and ensures product quality. Involved in bug fixing and code maintenance. Represented by the State Office for Geoinformation and Surveying Hamburg.
